Toshitaka Shimizu was a Japanese voice actor born on December 15, 1968, in Saitama Prefecture. He was active in the industry from the 1990s until his death on November 1, 2003, and was affiliated with the talent agency Mausu Promotion at the end of his career. His body of work primarily consisted of roles for minor or bit characters in anime, along with dubbing work for foreign productions.

In anime, Shimizu contributed to a wide range of series during the early 2000s. His filmography includes roles in popular titles such as the 2001 version of Shaman King, where he voiced characters including Silver Tail and Rajima, and Hikaru no Go, in which he played Kōji Saeki. He was also part of the cast for the first season of Ghost in the Shell: Stand Alone Complex, The Twelve Kingdoms, and Naruto, where he voiced one of Gatō's subordinates. In the 2001 anime Grappler Baki: Maximum Tournament, he provided voices for minor characters, including an announcer. His work extended to other series and films of the era, such as Rizelmine, Magical Nyan Nyan Taruto, and New Fist of the North Star.

Beyond anime, Shimizu was known for his work in voice dubbing for Western media. His most prominent role in this field was providing the Japanese voice for the character Eddy in the Cartoon Network animated series Ed, Edd n Eddy. Following his death, the role of Eddy was taken over by voice actor Wataru Takagi. He also voiced Sabretooth in the Japanese dub of X-Men: Evolution and a character named Fong in the Cartoon Network dub of ReBoot.
