Hiromi Ishikawa is a Japanese voice actress and stage actress born on November 12, 1961, in Tokyo. She is affiliated with the talent agency 81 Produce and is a member of the theater group Caramel Box, having previously been part of the Theater Echo group. Her interest in performance was sparked during high school after being moved by a small theater production, leading her to study drama at Meiji University and begin her career in stage acting before expanding into voice acting in the 1990s.

Ishikawa is known for her work in anime throughout the 1990s and 2000s, frequently voicing young boy characters. Among her notable roles is the character Zaza in the 1994 anime series Mahōjin Guru Guru. She also voiced the role of Harnia in the series Bōken Yūki Pluster World. Another significant early role was as Yuta Tomonaga, the young protagonist of the mecha anime The Brave Police J-Decker, which aired from 1994 to 1995.

Her career includes a wide range of other prominent anime roles. She provided the voice for Francesca O'Hara in Mobile Suit Victory Gundam, Parnassus in El Hazard: The Alternative World, and Michael in Romeo's Blue Skies. She has had long-running roles in popular series, including as Atsuko Kutsuzoko in Crayon Shin-chan and as Ibuki in Nintama Rantarō, a role she has played from 1997 into the 2020s. Her voice work also extends to video games, where she has reprised roles such as Francesca O'Hara and Yuta Tomonaga in various entries in the Super Robot Wars series. Beyond anime, Ishikawa is recognized for her long association with the TBS music program Count Down TV, for which she has provided the voice of its mascot character, Abby-chan.
