Born on May 9, 1953, in the United States, she is of Finnish and Japanese descent. Her extensive body of work includes more than 180 credits, demonstrating her versatility across both live-action and animated productions.

Hill's career began in the mid-1980s, with her first film credit in the 1985 feature Dim Sum: A Little Bit of Heart. She has been a consistent presence on American television, with notable recurring roles in series such as All-American Girl, where she played the breakout character of Grandma Kim, That's So Raven as Mrs. DePaulo, and the CBS sitcom Mom as Beverly Tarantino. Her guest appearances span a wide range of popular shows, including Seinfeld, Friends, Frasier, Desperate Housewives, and King of the Hill.

In the realm of voice acting, Hill has lent her talents to numerous animated series and films. One of her most recognized voice roles is Mrs. Hasagawa in the 2002 Disney film Lilo & Stitch and its subsequent animated television series, Lilo & Stitch: The Series. She also provided voices for series such as Jackie Chan Adventures as Mama Tohru, The Life and Times of Juniper Lee as Ah-Mah Jasmine Lee, and American Dad! as Mah Mah Ling. In 2021, Hill was part of the main voice cast for the Netflix original anime series Yasuke. The series, produced by the Japanese animation studio MAPPA, presents a fantastical reimagining of the first African samurai in a war-torn feudal Japan filled with magic and mechs. In Yasuke, Hill voiced the character known as the Daimyo, a primary antagonist described as a powerful, spider-like demigod who seeks to consume her enemies and absorb the powers of a young girl named Saki. The character represents a significant villainous role in Hill's animation portfolio.

Beyond her on-screen and voice work, Hill is highly regarded in the theater community. She began her career with the acclaimed Asian American Theater Company in San Francisco, where she also served as a teacher, director, and artistic committee member.
