Sakuya Kuroda is a Japanese manga artist and original creator, born in 1992 in Hiroshima Prefecture, Japan. He began his creative career in 2018, initially working under the pen name Kuroda Saya. In July 2018, he won a silver medal in the Corocoro Manga University School's spring term for his work Maou Retsuden Berial!!, followed by an honorable mention in the 83rd Shogakukan Newcomer Comic Award in December 2018 for Gakkou no Fushigi-kun. At the end of February 2019, he changed his pen name to Sakuya Kuroda.

Kuroda made his professional debut as a manga author with the one-shot Rich Keikan Cash!, which was published in the July 2019 issue of Monthly Corocoro Comic. The series began regular serialization in November 2019. The story follows a police officer named Cash who solves various cases using the power of money. The work incorporates comedy, mystery, and detective elements aimed at a young audience.

The manga was adapted into an original net animation (ONA) titled Rich Keikan Cash!, also known as Rich Police Cash, which aired from October 1, 2021, to February 3, 2023. The anime consisted of 91 episodes, each approximately nine minutes in duration, with a G rating suitable for all ages. The anime adaptation featured original stories not present in the original manga. A related entry titled Rich Keikan Cash! Zero no Jikenbo is also associated with the franchise. No voice acting roles have been documented for Kuroda, as his professional work has been exclusively in manga creation and original concept development.
