Born in Osaka Prefecture, she is a graduate of Osaka University of the Arts and a third-term student of the Koike Kazuo Seminar, a notable training ground for manga creators. Her professional debut came in 2004 when she received an honorable mention in Shogakukan’s Weekly Shonen Sunday monthly newcomer award for her work Kaze no Karamu. In her early career, she worked as an assistant to the manga artist Tanabe Yellow, creator of Kekkaishi, a role she held until December 2006.

Kenmotsu’s first serialized work was Kaiteishinjo Zero, which began running in Weekly Shonen Sunday in 2010. Over the years, she has produced a diverse body of work across various publishers. The story is set in a fantasy world where a young mage joins a real estate agency that serves a variety of clients, including adventurers and mythical creatures. The series concluded in 2023 and was compiled into six tankōbon volumes. In February 2021, it was announced that the manga would receive a television anime adaptation.
