Jocelyne Loewen is a Canadian actress known for her extensive work in voice acting for English dubs of anime series, primarily with Ocean Productions in Vancouver. She was born in Alberta, Canada, in 1976.

Loewen's career encompasses numerous notable anime roles. She is recognized for voicing Kagura in the English dub of the Gintama anime series, including the final film Gintama: The Very Final. Another significant role is Merle in the Bandai Entertainment English dub of The Vision of Escaflowne and its film adaptation. She also provided the voice for Milfeulle Sakuraba across the various Galaxy Angel series, including Galaxy Angel A, Z, and X. Her other prominent anime credits include Yai Ayano in Mega Man NT Warrior, Mii in Popotan, Quess Paraya in Mobile Suit Gundam: Char's Counterattack, Asagi Caldwell in Mobile Suit Gundam SEED, and Komugi Nakahara in Nurse Witch Komugi and The SoulTaker. She also voiced Penny Ling in the animated series Littlest Pet Shop.

In addition to her voice work, Loewen has appeared in live-action television series such as Stargate SG-1, The 4400, The Dead Zone, and Eureka. Her live-action film credits include roles in Barbie as Rapunzel, Girl in Progress, and Deck the Halls.
