Chiharu is a Japanese voice actress affiliated with the agency Hibiki. She was born on April 10, 1995, in Kobe, Hyogo Prefecture, Japan. Her real name is Terakawa Chiharu. Prior to her voice acting career, she obtained qualifications as a nursery school teacher and kindergarten teacher.

She began her entertainment career in 2017 as a member and leader of the digital voice actor idol project 22/7, performing under the name Chiharu Hokaze. She graduated from the group in February 2021 to focus on her work as a voice actress and subsequently joined her current agency under the mononym Chiharu. Her professional voice acting debut is considered to be in 2021.

Chiharu is the younger sister of Aimi, a well-known voice actress and singer. This sibling relationship was officially confirmed after Chiharu joined Hibiki, the same agency as her sister. She is also known to be close friends with fellow voice actress Hina Sugata, a connection that dates back to their time studying to become nursery teachers.
