Ruka Fukagawa is a Japanese singer and voice actress born on September 6, 2004, in Kanagawa Prefecture. She is affiliated with the talent agency Hibiki and began her entertainment career in 2020.

Fukagawa's debut and most prominent role is as Kurumi Shiratori in Bushiroad's multimedia franchise D4DJ. She was cast in April 2020 after successfully auditioning for the role, becoming one of the four members of the unit Lyrical Lily within the franchise. She has voiced the character in various D4DJ projects, including the anime series D4DJ First Mix, D4DJ Petit Mix, and D4DJ All Mix, as well as the video game D4DJ Groovy Mix. She has also portrayed Kurumi Shiratori in related stage play adaptations.

Concurrent with her casting, Fukagawa and her Lyrical Lily co-star Yuzuki Watase joined the Hibiki talent agency. Her career has been closely tied to Bushiroad franchises, with another major role being Ryoko Kobato in the Revue Starlight franchise. She voices Kobato in the game Revue Starlight: Re LIVE and has performed the role in stage productions such as The LIVE Edel Delight and The STAGE Chūtō-bu Rebellion. Within this franchise, she is also a member of the voice-acting unit Siegfeld Institute of Music Junior High.

In addition to her work in anime and games, Fukagawa is active in stage and reading performances. Her filmography includes a role as the destroyer Flasher in the, as well as minor roles in games like Brown Dust, Lost Decade, and Assault Lily Last Bullet.

As a singer, Fukagawa performs as a member of Lyrical Lily and the Siegfeld Institute of Music Junior High unit. With the latter, she has released singles that charted in the top 40 on the Oricon Singles Chart, including Regalia: Keishō/Afuregu! Aufregendes Leben in 2022 and Rebellion/Yumemiro in 2023. She is noted for her skills in playing the flute and piccolo.
