Rumiko Varnes is an American voice actress and singer known for her extensive work in English dubs of Japanese anime and video games. Born in Los Angeles, California in 1969, she developed her bilingual skills by majoring in linguistics at the University of California, Los Angeles before studying at the International Christian University in Tokyo as a foreign exchange student. Her professional career began in 1985 while she was still a student, making her debut in the animated film The Dagger of Kamui.

Varnes has built a substantial career spanning over three decades, providing voices for numerous anime series, original net animations, and video games. In anime, she is recognized for her role as the title character Isami Hanaoka in the 1995 series Soar High! Isami, where she voiced the lead role of a fifth-generation descendant of the Shinsengumi. Her other notable anime work includes voicing Mii in Arashi no Yoru ni, Sachi in Little Charo: Tohoku-hen, and Minerva Glass in an episode of Case Closed.

In original net animation, Varnes has taken on significant roles. She voices Kei in the Fastening Days series, a role she has performed across multiple episodes and seasons of the superhero-themed animation. She also lends her voice to the English version of the Shimajiro franchise, portraying the main character Shimajiro Shimano in the film Shimajirō to Niji no Oasis.
