Haruka Shibuya is a Japanese stage actress and voice actress affiliated with the literary arts theater company文学座. She was born on January 7, 1982, in Kanagawa Prefecture, Japan. Her career in the performing arts began in 2002, and she joined the文学座研究所 training program in 2004, becoming a full company member in 2009. Her early career was primarily focused on stage productions, with numerous theater credits throughout the 2000s and 2010s.

In anime, Shibuya is recognized for her role as Monica Campbell in the 2018 Netflix original crime action series Hero Mask, produced by Studio Pierrot. She also provided the voice for the character Maki in the 2011 television special Lupin the 3rd: Blood Seal of the Eternal Mermaid. Her other anime voice work includes a role in the 2017 series Inuyashiki (last hero Inuyashiki), where she voiced the character Nakao.

A significant portion of Shibuya's voice acting career is dedicated to Japanese dubbing of foreign films and television series. Her dubbing portfolio is extensive and includes providing the Japanese voice for actress Keira Knightley in films such as The Imitation Game (2014) and Collateral Beauty (2016). She has also dubbed Claire Foy as Queen Elizabeth II in the Netflix series The Crown, Felicity Jones as Jyn Erso in Rogue One: A Star Wars Story, and Chloe Bennet as Daisy "Skye" Johnson in the television series Agents of S.H.I.E.L.D.. Other notable dubbing credits include roles in the films The Best Exotic Marigold Hotel, The Hunger Games: Mockingjay – Part 2, and The Danish Girl.
