Bill Brooks is an American voice actor, singer, and audiobook narrator with a career spanning over four decades. He studied audio media at New Mexico State University before pursuing specialized training in voiceover and audiobook narration. Beyond his work in animation, Brooks has extensive experience in national television commercials for brands like Texas Roadhouse and California Pizza Kitchen, and has narrated numerous audiobooks across various genres. He is also a voiceover coach and managing partner of Word Power Productions, a company specializing in audio production.

In the realm of anime, Brooks is recognized for his work in English-language dubs of several popular series. He is perhaps best known for voicing the character Heaven Canceller, also referred to as the Frog-Faced Doctor or simply Frog Doctor, in the A Certain scientific franchise. He has portrayed this role in A Certain Scientific Accelerator, A Certain Scientific Railgun, and A Certain Magical Index. His other notable anime credits include Crawford Seam in Fairy Tail, Mayer in Black Clover, Hanzo in Senran Kagura: Ninja Flash, and Kittons Grandfather in One Piece. He has also provided additional voices for series such as Fire Force and Assassination Classroom. In addition to anime, his voice work includes the character Mordekai in the video game Pirate101.
