Chihiro Ishizuka is a Japanese manga artist, recognized as the original creator behind the anime and manga series Flying Witch, including its spin-off short anime, Flying Witch Petit. Ishizuka is a male creator from Hirosaki City in Aomori Prefecture, Japan, a detail that is often a point of surprise for readers who might assume a different gender based on the tone of his work. He is a graduate of the manga program at Nippon Kogakuin College's Kamata campus, having studied there as part of the ninth generation of students.

Ishizuka's professional career began when his submission caught the editorial attention of Monthly Shonen Magazine during his college years. He made his official debut in 2010 with a one-shot version of Flying Witch, which was published in Bessatsu Shonen Magazine and received a newcomer's award. The positive reception of this short story led to the serialization of the full Flying Witch manga, which commenced in the same magazine in August 2012 and continues to be published as of late 2023. The series has been compiled into multiple collected volumes over the course of its run.

The Flying Witch manga is the central and most significant work of Ishizuka's career, serving as the foundation for all subsequent adaptations. The story follows Makoto Kowata, a fifteen-year-old witch who moves from Yokohama to the rural countryside of Aomori to live with her cousins and complete her training. In 2016, the manga was adapted into a twelve-episode television anime series produced by the animation studio J.C.Staff. Ishizuka is officially credited as the original creator for this television series. Accompanying the main anime was a series of nine short, two-minute web animations titled Flying Witch Petit, for which Ishizuka is also listed as the original creator. These shorts featured chibi-style versions of the characters in original, self-contained stories not found in the main manga.

Ishizuka's artistic identity is strongly tied to a gentle, slow-paced, and atmospheric style of storytelling. Flying Witch is known for its calming, slice-of-life narrative that blends mundane daily activities with subtle, charming fantasy elements. A key feature of his work is its strong sense of place. Ishizuka intentionally sets the story in his own hometown of Hirosaki, incorporating real local landmarks, scenery, and cultural events into the fictional narrative. This integration of authentic regional detail gives his fantasy world a grounded, believable texture and serves as a tribute to his local community. His art style is noted for its careful and detailed background art, which helps to create the immersive and peaceful atmosphere the series is known for. Beyond the world of Flying Witch, Ishizuka has also published a short story titled Star Children in Bessatsu Shonen Magazine in 2020, indicating some range in his creative output.
