Toshiya Mori is a Japanese voice actor born on September 6, 1965, in Kyoto Prefecture. He began his career in 1989 and was formerly affiliated with the talent management firm Mausu Promotion. He is known to speak the Kansai dialect.

Mori's voice acting portfolio consists primarily of supporting and guest roles in anime series and original video animations from the 1990s. He is credited with multiple roles in the original video animation Fairy Tale Special Selection, including the parts of Butcher, Kuramochi Prince, and Oni 2.

His other notable anime credits from this period include roles in Ping Pong Club as Hide-chan and Ishii, The Three-eyed One as Alonzo and various other characters, Zenki as Yutaka Kouno, and Ghost in the Shell: Stand Alone Complex. He also contributed to the OAVs Dai Yamato Zero-go, Edokko Boy: Gatten Taro, and Patlabor the Mobile Police, among others.

Beyond anime, Toshiya Mori has been involved in other areas of the industry. His work includes non-anime voice roles, such as Hanbei Kunitani in a drama adaptation of the video game The Last Blade.
