Steven Kelly is a Scottish-born voice actor and composer based in the United States, known for his work in English dubs of anime series and video games. He was born on September 24, 1990.

Kelly has provided voices for a wide range of characters across numerous anime productions. He is the voice of the elf realtor Dearia in the fantasy comedy Dragon Goes House-Hunting. In the horror comedy Mieruko-chan, he voices the character Junji Rousoku. He also took on the role of the demon Cerberus in The Detective Is Already Dead and portrayed Kisho in Sleepy Princess in the Demon Castle. In the series ACTORS: Songs Connection, his role is Ryō Saotome. He also voices the character of England in Hetalia World Stars, succeeding the previous voice actor for the role.

Beyond the roles listed, his anime voiceography includes a variety of other characters. He plays Sadaharu Inui in the Sound Cadence dub of The Prince of Tennis and its sequels. Other credits include Daiya in Sonny Boy, Threonine Toin Lidocaine in Suppose a Kid From the Last Dungeon Boonies Moved to a Starter Town, and minor roles in series such as Arte, Gleipnir, and Kageki Shoujo!!. His work also extends to animated films, where he voiced the title character Ultraman (Lipiah) in the live-action film Shin Ultraman, and provided voices for the movie City Hunter: Shinjuku Private Eyes.

In addition to anime, Kelly has an extensive list of credits in video games. Notably, he voices the character Screwllum in the popular game Honkai: Star Rail. He also provides voices for Surge and Byron in Brawl Stars, and has roles in Dragon Age: Inquisition and SMITE.

Kelly's work is not limited to voice acting alone; he is also a composer. He is credited with "Harmony Arrangement" for the English version of ACTORS: Songs Connection. He has also worked as a dialect coach, such as for the OAV Grisaia: Phantom Trigger.
