Fukumi Matsumoto is a Japanese voice actor from Osaka, born on September 6th. She is a graduate of the Osaka Animation College. She was formerly affiliated with the talent agency Production Baobab. Her qualifications include a first-grade word processing certification and third-grade certifications in English, secretarial skills, spoken language, and announcing. Her special skills are arts and crafts, and her hobbies include taking walks, playing board games, and creative writing such as short stories.

In voice acting, Matsumoto is known for her role as Mai Takagi in the 2013 original video animation Rescue Me!. Her other anime roles include a girls' group and child roles in Doraemon, as well as a female student B in The Knight in the Area. In voice-over work for foreign productions, she voiced Emily in the drama iCarly and a girl in Medium Season 6.
