Keiko Utsumi is a Japanese voice actress born on January 16, 1981, in Osaka Prefecture. She began her career in the industry in 2004 after joining the agency Archipro, having successfully auditioned for a voice actor school.

Utsumi is most recognized for her long-standing role as Milky, a pastel blue and pink Chihuahua character, in the Jewelpet media franchise. She provided the voice for this character across several series, including the original Jewelpet, Jewelpet Kira☆Deco!, and Jewelpet Sunshine. The character Milky is known for her timid personality, speaking with a Tohoku dialect, and her jewel power of sympathy.

Her other notable anime roles include various characters in Yu-Gi-Oh! 5D's, such as Patty, Kate, and several mothers. She also voiced schoolgirls and teachers in both seasons of Vampire Knight, a nurse in the 2006 version of Humanoid Monster Bem, and a Black Rabbit Unit member in Infinite Stratos. In addition to anime, Utsumi contributed voice work to video games, including the Akatsuki Blitzkampf series and multiple Yu-Gi-Oh! 5D's Tag Force titles.

In her career, Utsumi was originally affiliated with the agency Archipro THE NEXT. She left the agency on August 31, 2016, to work as a freelancer.
