Misato Mitsumi is a Japanese character designer, original artist, and illustrator born on November 16, 1972, in Tokyo and raised in Saitama Prefecture. She graduated from the Faculty of Economics at Rissho University. Her professional career began after university when she joined the game developer Cocktail Soft, a subsidiary of F&C, where she initially worked under the name CARROT. She gained widespread recognition for her character designs for the visual novel Welcome to Pia Carrot!! 2.

In 1998, she moved to the Tokyo development office of Leaf (now part of Aquaplus) alongside artists Kanru and CHARM. At Leaf, she served as the lead character designer for several major titles, including Comic Party, Utawarerumono, The Angel’s Twelve Months, and the ToHeart2 series. Her professional identity extends beyond that of a mere illustrator; she defines herself as a game seller (ゲーム屋さん), indicating her active participation in all aspects of game planning and development, not just the artwork. In 2011, she co-directed the PS3 game ToHeart2 DX PLUS, marking her debut as a director.

Beyond commercial game development, Misato Mitsumi is a highly influential figure in the doujinshi (self-publishing) community. She has been an active member of the circle Cut a Dash!! since the early 1990s, gaining a massive following at events like Comic Market. Her popularity was such that lines of thousands of fans were common at her booth, and she was once commissioned to draw the cover illustration for the official Comic Market 69 catalog. She has also contributed illustration work for light novels, such as Stray Cat Overrun!.

Her pen name is said to have been inspired by illustrator Mutsumi Inomata, whom she admired in high school. Her work has been highly influential on other artists, to the point that a specific style imitating her own is sometimes referred to as 323-e (a reference to a numeronym for her name).

In the realm of anime and manga as an original creator, she is prominently known for her work on 16bit Sensation: Watashi to Minna ga Tsukutta Bishōjo Game. She is credited as one of the original concept creators for this project, alongside Tatsuki Amazuyu and Tamiki Wakaki. The manga, illustrated by Wakaki, began as a doujinshi distributed at Comic Market in December 2016 and was later published in tankōbon volumes by Kadokawa Shoten starting in September 2020. The story is reportedly based on the real-life experiences of the creators in the bishōjo game industry. This manga was subsequently adapted into an anime television series titled 16bit Sensation: Another Layer, which premiered in October 2023. For the anime, she is officially credited as an original work creator. Her significance in the industry lies in her foundational role in visual novel character design and her enduring popularity as a creator who bridges commercial game development and independent fan culture.
