Hiroko Tsuji is a Japanese voice actress and narrator affiliated with the talent agency Chara. She was born on September 1, 1974, in Osaka Prefecture and is a graduate of Osaka Shin-ai Women's Junior College. Tsuji began her career in the voice acting industry in 1996.

Tsuji is best known for her work in video games, particularly with the fighting game franchise The King of Fighters by SNK. Her most prominent and long-running role in the series is Mature, a character she voiced from The King of Fighters '96 through The King of Fighters XIII. She also provided the voice for the character Luise Meyrink in several titles within the series, starting with The King of Fighters: Maximum Impact 2 and its updated version, The King of Fighters: Maximum Impact Regulation A. This role extended to the 2005 original net animation The King of Fighters: Another Day, where she voiced Luise Meyrink. Other video game roles include Rosa in the title Fukun no Kenbā: Fūun Super Tag Battle and Yōkihi in Shin-Samura Spirits: Bushidō Retsuden.

Beyond character work in games, a significant portion of Tsuji's career is dedicated to narration and voiceover work, particularly in the Kansai region. Her narration credits include television programs such as the KBS Kyoto show Fusei Arakaruto and the交通安全 campaign program Katatsumuri Daisakusen. She has also provided the in-store announcements for several commercial facilities, including the Abeno Harukas Kintetsu Main Store, HEP FIVE, and Hankyu Sanbangai. Her voice can also be heard in radio programs on FM Moriguchi and Radio Osaka, as well as in commercials for companies like Nisshin Flour Milling and Hokka Hokka Tei.
