Kazumi Okushima is a Japanese voice actress born on October 15, 1974, in Hyogo Prefecture, Japan. She began her career in the 1990s and was originally affiliated with the talent agency Mouse Promotion before becoming a freelance voice actress. She is a native speaker of the Kansai dialect, a skill that occasionally adds depth to her character portrayals.

Okushima's career encompasses a wide range of roles in anime, video games, and dubbing for foreign media. One of her notable anime roles is Adam in the 2003-2004 science fiction series Uninhabited Planet Survive, also known as Mujin Wakusei Survive. She is also well-recognized for her performances in the Ojamajo Doremi series, where she voiced Daichi Shibayama and Hidetoshi Higuchi. Other significant anime credits include Sean in Cowboy Bebop, a role in Inuyasha, and her debut as a child actor, voicing the character Kosuke Sarashina in the 1993 film Sailor Moon R.

Her work in video games is extensive, with her most prominent and recurring role being Meiya Mitsurugi in the long-running Muv-Luv franchise, a part she has played across numerous titles from 2002 onwards.
