Seiko Tomoe is a Japanese voice actress born on December 8, 1942, in Tokyo, Japan. Her voice type is classified as alto. She is currently affiliated with the talent agency 81 Produce, and in the past, she was associated with Marui and Ezaki Production, the latter of which was later renamed Mausu Production.

Tomoe has built a lengthy career spanning several decades, taking on a wide variety of roles in anime, original video animations, and video games. Among her many credits are the specific roles mentioned. In the series Kasei Yakyoku, she voiced the character Marchioness Hanyuu.
