Tobias Monteiro is a Portuguese actor and voice actor born on November 6, 1979. He trained at the Professional School of Theatre in Cascais from 1994 to 1997 and made his professional stage debut in 1996, working with several notable directors in Portuguese theatre. In 2005, he co-founded the theatre company "Kind of Black Box" with fellow voice actors João Craveiro and Paulo Duarte Ribeiro. On television, he became known for his role as Miguel in the SIC sitcom Cenas de um Casamento.

In the realm of dubbing, Monteiro has an extensive portfolio across films, television series, and video games. A key role early in his career was providing the Portuguese voice for Jim in the series As Aventuras de Huckleberry Finn, which corresponds to the anime Huckleberry no Bōken, through the studio Graficine. He is also widely recognized for voicing Davis Motomiya and Veemon in the Portuguese dub of Digimon 02 for the studio Pim Pam Pum, a role he later reprised in Digimon Adventure: A Última Evolução Kizuna. His other anime and animation voice work includes Ganju Shiba in Bleach, Gwizdo in Caçadores de Dragões, and ProtoMan.EXE in Megaman.

His dubbing work spans numerous animated films. Notable credits include the Mad Hatter in Alice no País das Maravilhas and its sequel, Manolo in O Livro da Vida, Dim in O Panda do Kung Fu 3, Wilson Fisk (Kingpin) in Homem-Aranha: No Universo-Aranha, and General Toad in Super Mario Bros. O Filme. In television, his series regular work includes Tadashi Daiba in Captain Harlock, Harry Osborn and various villains in Spectacular Spider-Man, Touma H. Norstein and Ikuto Noguchi in Digimon Data Squad, the title character in Mao Mao, and Optimus Prime in Transformers: EarthSpark. Monteiro has also lent his voice to numerous characters in video games developed by studios like On Air and BlueLab, with credits including Harry Potter and the Philosopher's Stone, the inFamous series, Killzone: Mercenary, and Marvel's Spider-Man 2.
