Juzo Mutsuki is the pen name of Masayoshi Kubota, a Japanese scenario writer, game designer, and anime original creator born on June 13, 1959 in Osaka, Japan. He has been active since the early 1990s and has served as the president of the companies Marcus and Wonderfarm, working extensively across both the anime and video game industries.

As an anime original creator, Mutsuki is credited with originating the concepts and stories for numerous original video animations and television series. Among his notable original works are Hand Maid Mai, an OAV released in 2003, and Shooting Starlets Musumet, a thirteen-episode television series that aired in 2004. The latter is a comedy romance series with science fiction and adventure elements, following three sisters who use special helmets to control the powers of fallen meteors. Other significant anime for which Mutsuki provided the original concept or story include Devil Hunter Yohko from 1990, Phantom Quest Corp. from 1994, and Cosplay Complex from 2002. He also served as the original concept creator for Hand Maid May, a television series from 2000, and for Cyber City Oedo 808, a cyberpunk OAV from 1990. In addition to creating original properties, Mutsuki frequently took on roles such as series composition and script writing for titles like Angel Tales, Tenshi no Shippo Chu, and Wandaba Style, the latter of which he also created.

Outside of anime, Mutsuki has a substantial career in video games, where he worked as a planner, producer, and scenario writer. He contributed to the Graduation (Sotsugyō) series of simulation games throughout the 1990s, as well as titles such as Sentimental Graffiti, Jesus II, and multiple entries in the Mamono Hunter Yōko series, which is based on his own original story.

Mutsuki's artistic identity is closely tied to the bishōjo and comedy genres that flourished in Japanese subculture during the 1990s and early 2000s. His works often feature young female protagonists, supernatural or science fiction premises, and a blend of lighthearted comedy with fan service elements. His significance in the industry lies in his role as a prolific concept creator and planner during the OAV boom of the 1990s and the transition to digital television anime in the early 2000s.
