Fumiko Osaka is a Japanese actress and voice actress born on November 21, 1971, in Kanagawa Prefecture, Japan. She is affiliated with the Theater Company Subaru. Her interest in voice acting was sparked in her youth by her love for the anime Cyborg 009 and later by her admiration for the character Misa Hayase from Macross. This interest, combined with learning about the Subaru Theater Company's productions of Shakespeare, led her to pursue both stage and voice acting. After graduating from high school, she trained at an acting vocational school and joined the Subaru Theater Company's research institute before becoming a full member.

Osaka's career, which began in the 1990s, spans both stage and screen. In anime, she has voiced a range of characters. One of her notable roles is Loretta Oratorio, a thief and sorceress, in the 1999-2000 anime series Wild Arms: Twilight Venom. Her other anime credits include Eimi Suzumori in The Kindaichi Case Files and Kaori Shinmei in Detective Conan.

Beyond anime, Osaka has an extensive career dubbing Western films and television series for Japanese audiences. She is the Japanese voice of Willow Rosenberg from the TV series Buffy the Vampire Slayer.
