Andrea Libman is a Canadian actress who was born in Toronto, Ontario, on July 19, 1984. She is widely recognized for her extensive work as a voice actress in animation, with a career that began in the early 1990s and has continued for over three decades. In addition to her voice work, Libman has made on-camera appearances in films and television series, and she holds a Bachelor of Applied Science in Civil Engineering from the University of British Columbia.

Libman's contributions to anime, through English dubbing, form a notable part of her early career. She is specifically known for voicing the character Roll in the original video animation series Mega Man: Upon a Star, which was released in the mid-1990s. Her other significant anime roles from this period include providing the voice for the young Ikuko Otonashi in the English adaptation of Maison Ikkoku and voicing Anita in Night Warriors: Darkstalkers' Revenge. She was also part of the Ocean Group dub for the original Dragon Ball series, where she voiced a young Chi-Chi and the character Penny in the first movie, Dragon Ball: Curse of the Blood Rubies. Later in her career, she took on the role of Mileina Vashti in the anime series Mobile Suit Gundam 00.
