Etsuko Ishikawa is a Japanese actress and voice actress born on May 22, 1965, in Tokyo, Japan. She began her career in 1986 and is affiliated with the theatre company Theatre Echo. She attended Aoyama Gakuin Women's Junior College.

Ishikawa has provided voices for a range of anime television series, original video animations, and video games. One of her notable anime roles is Seia Onoe in the 1994 series The Brave Police J-Decker. Her other anime credits include a role in the 1992 series Nekketsu Saikyō Go-Saurer, Erisiel Vrumugun in the 1995 series Slayers, and the voice of Oruna-sama in the 2012 anime Usagi no Mofy. She also played Chris in the anime adaptation of Fushigi no Kuni no Arisu.

In addition to anime, Ishikawa's career is significantly marked by her extensive work in dubbing foreign films and television series into Japanese. She is particularly known for providing the Japanese voice of Sister Mary Robert in the Sister Act film series. Her other dubbing credits include roles in major films such as Lethal Weapon 2, Goodfellas, and Toy Story. She has also worked as a narrator, for example on the program NHK Kōkōkoza.

Her voice can also be heard in various video games, with early roles in games based on the Cobra manga series, such as Cobra: Kokuryū Ō no Densetsu in 1989. She later reprised her role of Seia Onoe from J-Decker in the video games New Century Robot Wars 2 and New Century Brave Wars.
