Kasumi Oka is a Japanese scriptwriter and original concept creator known for work on anime productions in the mid-1980s. Oka is best recognized as the original creator of the television series Bug tte Honey, also known as Bugtte Honey or Honeybee in Toycomland, which aired for 51 episodes from October 1986 to September 1987. The series was produced by the video game company Hudson Soft and animated by TMS Entertainment, drawing inspiration from the Adventure Island video game franchise. In addition to creating the original plan for the show, Oka wrote the screenplay for several episodes, including episodes 1, 12, 18, 25, 28, 44, and 48. Oka also contributed lyrics to the series theme songs, including the opening theme Bug tte Honey and the ending theme Ai wa Merry go Round.

Beyond the television series, Oka wrote the screenplay for the related theatrical film Bug tte Honey: MegaROM Shoujo Mai 4622, released in 1987. Oka’s other screenplay credits from this period include the 1986 film Running Boy Star Soldier no Himitsu and episodes of the 1985 remake of the classic series Obake no Q-Taro. Working within the context of 1980s anime, which frequently adapted popular video game properties, Oka's role on Bug tte Honey involved both originating the animated concept and contributing directly to the series scripts and music, a multifaceted creative position typical of that era's production models.
