Pedro Eugênio Moraes Rocha is a Brazilian voice actor born on August 20, 1949, in Pelotas, Rio Grande do Sul. His interest in the arts was sparked at the age of five, influenced by his aunt who was an actress. In 1965, he moved with his family to Brasília, where he studied performing arts and participated in amateur theater groups, performing at festivals in Goiás and Fortaleza. He continued his theatrical studies at the University of Brasília.

In 1980, he moved to Rio de Janeiro after being cast in Bibi Ferreira's production of the play Gota D'Água, with which he toured Brazil for a year. Due to the low financial remuneration in theater, he pursued a new career path and enrolled in a dubbing course taught by Francisco José. Upon completing the course, he was recommended to work at the renowned Herbert Richers dubbing studio in Rio de Janeiro, alongside Alexandre Moreno and Silvia Goiabeira.

Pedro Eugênio has built a prolific career specializing in voicing animated characters. One of his most prominent and long-running roles was as Mentle Butler in the Brazilian Portuguese dub of the animated series Adventure Time, a character he voiced from the first through the sixth seasons. He also voiced the character Billy in The Grim Adventures of Billy & Mandy. In film, he provided the voice for Snotrod in the Disney/Pixar film Cars, working at the Delart studio.

While he has been involved in the Transformers franchise, voicing Tigatron and providing additional voices in Transformers: War for Cybertron Trilogy, available information does not confirm that he voiced Darkscream in Transformers: Robots in Disguise. Other sources indicate the character was voiced by a different actor in the Brazilian Portuguese version of that specific series. His other voice work includes roles such as Pinguim in The Little Mermaid II: Return to the Sea, additional voices in several Disney sequels like 101 Dalmatians II: Patch's London Adventure and The Lion King 1½, and Grey Matter in various Ben 10 series.
