Paul Stephen is an American voice actor associated with anime dubs produced in the United States, particularly during the 1990s and early 2000s. He is based in Los Angeles. He is best known for providing the voice of the protagonist Kou Uraki in the English adaptation of the Mobile Suit Gundam 0083: Stardust Memory original video animation series.

His role as Kou Uraki in the Gundam franchise is his most prominent credit. He also contributed additional voices to another series in the franchise, Mobile Suit Gundam: The 08th MS Team. Stephen voiced the character Daisaku Kusama in episodes six and seven of the original English dub for the OVA series Giant Robo: The Day the Earth Stood Still, produced by Manga Entertainment. He voiced the character Ito in the OVA Sentou Yousei Yukikaze. In the video game industry, he voiced the lead role of Sion Barzahd in the Square Enix action game The Bouncer for the PlayStation 2.

His other anime voice credits include roles in Fist of the North Star as Sela, Trigun as Julius, Wolf's Rain as Huss, and providing additional voices for the English adaptations of Serial Experiments Lain and Hyper Doll. He also voiced the character Mizuho Daita in the English dub of the Ghost in the Shell feature film. In addition to his work under his own name, Stephen has occasionally used pseudonyms, including Greg Shelton, Paul Aubreys, and Steve Davis.
