Tsutomu Takayama is a Japanese voice actor and narrator born on March 1, 1970, in Tokyo, Japan. His real name is Tsutomu Takayama, and he is also known professionally by the name Takayama Tsutomu. He was formerly affiliated with the talent management agencies 81 Produce and TimelyOffice.

Takayama is primarily recognized for his role as the protagonist Hibiki Kanzaki in the 1992 original video animation series Super Dimensional Fortress Macross II: Lovers Again. This part was a significant milestone in his early career. He had entered the voice acting profession around 1990 but had performed mostly minor roles prior to Macross II. In fact, he noted in an interview that Hibiki Kanzaki was the first character for whom he had to deliver more than two lines of dialogue. Decades later, he reflected that being cast in Macross II provided him with a core of confidence and a foundation for his career.

Beyond his defining role in Macross II, Takayama voiced the character Takeda in the 1995 television anime series Ping Pong Club. His other anime credits include small roles in series such as YuYu Hakusho, Ninku, and Beyblade. He has also worked on video games, including providing voicework for the series Maken X and Maken Shao. In addition to his on-screen roles, Takayama has worked extensively as a professional narrator for local Japanese television.
