Toshiya Wakabayashi is a Japanese manga artist and original creator born on April 11, 1987. He is known for his work in the romantic comedy and four-panel manga genres, having built a career that bridges web comic publishing and traditional serialization. His professional debut began with the serialization of Koisuru Michiru Ojōsama in 2012, followed by Boku wa Ohime-sama ni Narenai in 2013. Wakabayashi first gained significant recognition for creating the yonkoma, or four-panel, manga series Tsuredure Children, which he wrote and illustrated. The series originally ran online starting in 2012 before being formally serialized in Kodansha's Bessatsu Shōnen Magazine from August 2014 to March 2015, later transferring to Weekly Shōnen Magazine where it continued from April 2015 until its conclusion in July 2018. The manga was compiled into twelve tankōbon volumes.

The popularity of Tsuredure Children led to a television anime adaptation produced by Studio Gokumi, which aired in Japan from July to September 2017. For this adaptation, Wakabayashi is officially credited as the original creator. Following the success of this work, Wakabayashi launched another notable series, Happy Kanako's Killer Life, which began serialization in 2018. This series represents a stylistic shift from his earlier romance-focused works, incorporating elements of black comedy and more serious narrative tones. The manga gained considerable popularity on the social media platform Twitter before receiving official print publication. In 2025, Happy Kanako's Killer Life was adapted into a live-action television drama. Wakabayashi has continued to produce manga, including the series Pachinko Musume, which started in 2020.

Wakabayashi is recognized for his distinctive artistic development, having simplified his drawing style over time to manage the demands of serializing multiple works simultaneously. His approach to storytelling often involves short, episodic formats that are well-suited for digital distribution and social media engagement.
