He began his career in the mid-1990s after completing a training program and officially joined the agency Mouse Promotion, with which he remains affiliated, in 1997. He has been active in the industry since 1996, building a career that spans animated series, video games, and foreign film dubbing.

Kogami is known for his deep and youthful voice, which has allowed him to portray a wide variety of characters, from powerful and authoritative figures to quirky and comedic side characters. His early anime appearances include roles in series such as YAT Anshin! Uchū Ryokō and Rekka no Honō. In 1998, he voiced a Newscaster in the seminal series Cowboy Bebop.
