Kazumasa Katsura is a Japanese voice actor from Tokyo, born on October 31. He is affiliated with Office PAC, and has previously been associated with Production Ace, RME, and Gin Production. His career spans work in anime, video games, and dubbing for foreign films and television series.

Katsura's voice acting roles are extensive, with many in supporting and character roles. In anime, he is known for his role as Jiji in the long-running children's series Shimajirō no Wao!.
