Katsura Ise is a Japanese writer known for originating the story of the manga Onanie Master Kurosawa, also known as Kurosawa the Master of Masturbation. Ise is credited as the story author for this work, while the art was provided by illustrator Yokota Takuma. The series was published between September 2007 and March 2008, running for 31 chapters that were collected into four volumes.

The premise of Onanie Master Kurosawa follows Kakeru Kurosawa, an antisocial junior high school student who regularly masturbates in a rarely-used girls' bathroom. After being discovered by a timid female classmate named Aya Kitahara, he is blackmailed into carrying out acts of revenge against the girls who bully her. The story ultimately transforms into a coming-of-age narrative that addresses themes of bullying, consequences, and redemption.

Beyond his work on this manga, Katsura Ise is also a writer of web novels and stories for doujinshi, which are self-published works. Ise has been described as a light novel writer and occasional manga screenwriter. The author was born in Osaka Prefecture, Japan, and is known to have been active in creative writing since at least 2007. Ise is also credited with writing the novel Catcher in the Toilet, which was adapted into the Onanie Master Kurosawa manga in collaboration with Yokota Takuma.

In addition to this work, Katsura Ise is the author of Destroy All Humans. They Can't Be Regenerated. a Magic: The Gathering Manga, a series set in the 1990s that follows gamers at Tokiwagi Middle School after the release of the card game Magic: The Gathering. This series represents a later collaboration between Ise and Yokota Takuma. The alternative name 伊瀬カツラ is also used for this creator.
