Tōru Hosokawa, also known as Tôru Hosokawa, is a Japanese scriptwriter, director, and producer born on October 15, 1971, in Saitama Prefecture. His professional career in the entertainment industry has been documented since at least 1997 when he worked as a scriptwriter for the anime series Coji-Coji. Over the course of his career, he has worked extensively across both live-action and animated productions.

Hosokawa has been credited as an original creator on several anime and related media projects. He is recognized as the creator of the 2014 television drama Kanpai Senshi After V, where he also served as story constructor and director. More recently, he is credited as the creator of the 2024 live-action television series Chronicle of Isobe Isobē, based on the manga by Ryōji Morimoto. His work on original concepts often extends into writing and directing, demonstrating a hands-on role in bringing his creations to screen.

One notable work that exemplifies his role as an original creator is Baka Mukashi Banashi Gekijōban ~Jijii Wars~. Hosokawa served as both director and scriptwriter for this 2013 anime film. This project was preceded by a 2011 television anime series titled simply Baka Mukashi Banashi, on which he also held the positions of director, scriptwriter, and director. These works highlight his sustained involvement in developing and producing original anime content.

In animation, he is known for his role as series composer for the popular and well-regarded series Polar Bear Cafe in 2012.
