Fernando Moctezuma Ulloa is a Mexican voice, theater, and commercial announcer actor born on November 5, 1988 in Mexico City. He began his career in theater, but turned his focus to dubbing around 2009, initially providing voices for extras in various series and films.

Moctezuma has voiced a number of prominent characters in anime. He is known for the role of Sung Jinwoo, the protagonist of the popular series Solo Leveling. This character, a hunter who goes from being the weakest to the strongest, allowed Moctezuma to explore a significant emotional and tonal transformation, which he developed under the direction of Sofia Huerta. His work on Solo Leveling was part of a larger dubbing production presented at the La Mole convention in Mexico City.
