Chiyo Ousaki, whose name is written in Japanese as 桜咲 千依, is a Japanese voice actress, singer, and DJ. She was born on February 12, 1988, and is a native of Kanagawa Prefecture in Japan. Her career in entertainment began in childhood, where she was active as a stage actor. It was during this time that a voice training instructor recognized the unique quality of her voice and recommended she pursue voice acting. Her interest in the profession became serious after she attended a voice acting event as a high school student. To build a strong foundation for her career, she enrolled at the Tokyo Announcement Academy to study the fundamentals of voice acting.

Her professional debut work included roles in original net animation and as an assistant on a radio show. A significant early role came in 2013 when she voiced Sara Rukawa in the anime adaptation of the visual novel Da Capo III. This role was a notable milestone, as she was also one of the five singers for the series' opening theme song, "Sakura Happy Innovation".

Ousaki is perhaps best known for her long-standing role as Koume Shirasaka in the vast The Idolmaster Cinderella Girls franchise. She began voicing the character in 2013 and has continued in the role across various media, including the television series The Idolmaster Cinderella Girls and its spin-off, The Idolmaster Cinderella Girls Theater. This role has been a central part of her career, leading to numerous live concert performances with the franchise and the release of character songs that have charted on Oricon, such as the 2013 single "The Idolmaster Cinderella Master 022: Koume Shirasaka".

Beyond her signature role, Ousaki has demonstrated her range in a variety of other anime series. In 2016, she was cast as Mihiro Miyase in Wagamama High Spec. She also voiced Noriko Yoshinoda in the series Joshikōsei Nobunaga-chan!! and Eri Touma in Elite Jack!!. In 2019, she took on the role of Mink in the anime Demon Lord, Retry!. Her work also extends to popular video games, including voicing the character Popukar in Arknights and Fumizuki and Nagatsuki in Azur Lane.

Her talents are not confined to voice acting alone. She is an accomplished singer, having released a mini-album titled "Nanairo" in 2015, which featured theme music she performed for various anime shorts and web series. She is also a member of the bands C+ and Ichidars no Ongakutai, for which she provides vocals and writes lyrics. In 2016, Ousaki expanded her performance repertoire by making her debut as an anime song DJ, an activity that has since taken her to events both in Japan and internationally, including a guest performance in Hong Kong.
