Bill Lobley is an American actor known for his extensive work in animation, voiceovers for film and television, and video games, including roles in several English dubs of anime titles. A Fordham University alumnus with a background in sketch comedy and improvisation, Lobley has been active as a voice actor since 1997.

In the realm of anime, Lobley is recognized for his role as Count Brocken in the English dub of the 2017 film Mazinger Z: Infinity. This feature, produced by Toei Animation, served as a commemoration of the Mazinger franchise. For this performance, he was credited under the pseudonym Colin A. Favor, which is common practice for non-union dubbing productions. He also provided the voice for Professor Fagor in the English version of the 2017 French-Japanese animated film MFKZ.

Lobley's broader voice acting career includes a wide array of prominent roles outside of anime. He is well known for voicing Sparks, the sarcastic communications officer, on the Adult Swim series Sealab 2021. His voice is also featured in major video game franchises such as BioShock, where he played Jeremiah Fink in BioShock Infinite and Stanley Poole in BioShock 2, as well as the Grand Theft Auto series, Red Dead Redemption 2, and Fallout 76. Additionally, he has performed the voice of Officer Dibble in the animated films Top Cat: The Movie and Top Cat Begins. His animation credits also include the role of Huck in the Netflix series Arcane, which is based on the League of Legends gaming universe.

Beyond performance, Lobley has narrated numerous audiobooks, including titles in the popular Geronimo Stilton series. His work in this medium earned a Benjamin Franklin Award for Best Children's Audio Book from the Independent Book Publishers' Association in 2009.
