Minami Tsukui, born on December 18, 1987, in Saitama Prefecture, Japan, is a voice actress and live-action actress known for her extensive work in tokusatsu productions, including the Kamen Rider and Ultraman series. Standing 162cm tall with blood type A, she began pursuing acting at the age of seventeen. After graduating from the 37th class of Japan Action Enterprise, a training school for actors and stunt performers, she joined the agency in 2007 and remained with them until departing on December 31, 2020. Following a period as a freelancer, she entered a business partnership with the agency Wintarts on May 13, 2021.
Tsukui's career is particularly notable for her dual role as both an actor and a suit performer, a skill she has demonstrated across multiple productions. Early in her career, she worked as a suit actor for the character Ling-shi in the 2007 series Juken Sentai Gekiranger, a role she eventually left after feeling she was not a suitable fit for the character. Her breakout role came in 2013 when producer Naomi Takebe specifically requested her to play Yoko Minato, also known as Kamen Rider Marika, in Kamen Rider Gaim. For this character, Tsukui performed both the untransformed scenes as the actress and the in-suit action sequences as the armored heroine, making her the first female actor to do so since Hiroshi Fujioka. This role has remained a defining part of her career, with reprises in multiple Kamen Rider films and spin-offs, including the 2014 theatrical film Kamen Rider Gaim: Soccer Great Battle! The Golden Fruit争夺杯! and the 2015 direct-to-video series Kamen Rider Gaim Gaiden.
Beyond her iconic turn in Kamen Rider Gaim, Tsukui has held a variety of voice and acting roles within the superhero genre. She provided the voice for the Grasshopper Woman, a Hopper Dopant, in the 2009 series Kamen Rider W. In the Ultraman franchise, she voiced the character Gina Spectre in the 2015 series Ultraman X. Her film work includes the role of Nao in the 2017 live-action adaptation of the classic anime Hurricane Polymar. That same year, she appeared as Maki in Girls in Trouble: Space Squad Episode Zero. In the 2013 film 009-1: The End of the Beginning, which is a live-action adaptation of the manga 009-1, she played the role of Eastern Bloc Agent 3, a character also referred to as Ypsilon or Ipsilon.
