Kozue Saitō is a Japanese actress, voice actress, and blues singer who was born on September 30, 1967 in Kokubunji, Tokyo. She is affiliated with the talent agency Production Ace. Her career in entertainment began at a very young age when she joined the Wakakusa Theater Troupe at three years old. She rose to national fame as a child actor, most notably for playing the lead role of the young Hatoko in the 1974 NHK morning drama series Hatoko no Umi, a performance that made her a household name in Japan. Around the same time, she also found success as a singer with the hit children's song Tsutomu-kun from the Yamaguchi Family.
As a voice actor, Saitō has contributed to a wide range of anime series and film dubs. She is known for providing the Japanese voice of Rachel in the live-action film series, appearing in Sonic the Hedgehog, Sonic the Hedgehog 2, and Sonic the Hedgehog 3.
