Hiromi Seta is a Japanese actress and voice actress born on March 13, 1959, in Tokyo, Japan. She is affiliated with the talent agency Stardas 21. Beyond her work in voice acting, Seta has a substantial background in theatre, having co-founded the剧团 Kinderspace (Theater Kinderspace) with Kazuki Harada and previously the troupe U-Kairenpō. She also works as a drama and reading instructor.

Seta is best known for voicing Queen Victoria in the Black Butler anime series. She first took on this role in Black Butler: Book of Circus (2014) and reprised it for Black Butler: Book of the Atlantic (2017) and the more recent Black Butler: Emerald Witch Arc (2025). Her other notable anime voice roles include Chita in the acclaimed film In This Corner of the World (2016) and its expanded edition, Tomoe Matsushita in The Dinner Table Detective (2025), as well as supporting parts in Lupin III Part 5 and Aquarion Logos. Outside of animation, she has provided Japanese dubbing for numerous international television series, including Hawaii Five-0, Elementary, CSI: The Experts, and Agatha Christie's Poirot. She has also made live-action appearances in Japanese television series such as First Class (2014) and Ai no Nai Koibitotachi (2024).
