While he is not a Japanese voice actor, he has performed German dubbing voices for numerous characters in anime series, making him a recognized figure in the German dubbing industry for this genre.

Effenberg's career began long before his entry into voice acting, with extensive training and work in theater and television. He was born in 1957 in Berlin and trained at the Fritz-Kirchhoff-Schule from 1975 to 1978. His stage career started with a premiere in Jean-Paul Sartre's "Huis Clos" in 1977. Over the decades, he has performed on numerous Berlin stages, including the Renaissance-Theater, the Theater am Kurfürstendamm, and the Schlosspark Theater, frequently collaborating with the well-known German comedian Dieter Hallervorden. In television, he has made guest appearances on many German series, such as "Tatort," "SOKO Wismar," and "Dark". He also began hosting a daily podcast, "Haralds Podcast," in March 2020.

Effenberg started working as a dubbing voice actor around 2015. One of his notable roles in anime dubbing is the character Akisada Izumi in the German version of the romantic comedy series "Shikimori's Not Just a Cutie". In this series, he provides the German voice for the protagonist Yuu Izumi's father. His other work in anime includes providing the German voice for Dr. Kuseno in "One Punch Man" and for Yajima in "Fairy Tail". Beyond anime, his voice acting credits span a wide range of other media, including live-action series and films.

A defining aspect of Effenberg's professional life is his long-standing creative partnership with Dieter Hallervorden, having worked together on stage, in films like "Didi und die Rache der Enterbten," and on the television show "Hallervordens Spottlight". His achievements include a diverse career across theater, television, film, and voice work, as well as the publication of a joke book, "Die 100 besten Witze aller Zeiten," in 2005. He continues to be active as a stage actor and voice artist.
