Ogawa was born on June 25, 1960, and hails from Ibaraki Prefecture. He began his acting career in the early 1990s, with appearances in productions such as the historical drama Chushingura in 1991 and the film Bebop High School in 1992. He gained significant attention for his role in the 1996 series Choukou Senshi Changerion, where he played Black Knight Gauser. This role led to a recurring collaboration with writer Toshiki Inoue and director Takao Nagaishi, which opened the door for his involvement in numerous subsequent Kamen Rider series.

Ogawa is best known for his multiple roles in the Kamen Rider franchise. He portrayed Tetsuya Sawaki in the 2001 television series Kamen Rider Agito and reprised the role in the following year’s film Kamen Rider Agito: Project G4. In 2003, he appeared in Kamen Rider 555 as Masahiko Minami, a corrupt official from the National Police Agency and a major antagonist. His work in the franchise continued with guest roles in Kamen Rider Kabuto in 2006 as Shogo Higashi and in Kamen Rider Kiva in 2008 as Tanahashi.

Beyond his acting career, Ogawa is also a theatre producer. He is the current producer of a theatre group called Yuugekikai, where he is involved in production, writing, acting, and directing.
