Kasumi Hitosugi is a Japanese voice actress born on September 10 in Shizuoka Prefecture, Japan. She is affiliated with the talent agency Arts Vision and graduated from the Nihon Narration Engineering Institute. Her career as a voice actor has been active since 2006.

Hitosugi has provided voices for a range of anime television series. Her roles include Kumiko Yamamoto in Duel Masters Victory V, a character sometimes referred to as Yamamoto Elegance Kumiko. She also voiced Mayumi Iijima in Papa no Iu Koto o Kikinasai! and Yoriyo Hayama in Danchi Tomo. Another notable anime role is Chase, a fairy guardian, in the Japanese dub of the animated film Tinker Bell and the Legend of the Comet. She also performed the role of Sera Kojo in the anime DVD Ijime: Ikenie no Kyōshitsu, a work based on a manga about childhood bullying.
