Shinpachi Tsuji is a veteran Japanese voice actor and actor born on October 20, 1956. He was born in Chiba Prefecture, though some sources also cite Onagawa, Miyagi as his birthplace, and he currently resides in Minamiashigara, Kanagawa Prefecture. After withdrawing from Chuo University where he was a law major, he pursued acting and trained at the Bungakuza acting school, making his stage debut in 1981 before beginning his voice career in the late 1980s. He is affiliated with the talent management firm Stay Luck and has previously been represented by Office PAC and Ken Production. He also serves as the president of his own theater company, Oya Hachi Kai, which specializes in reading plays.

Tsuji has built an extensive portfolio across anime, video games, and foreign film dubbing, often portraying older male characters with authoritative or rough-hewn qualities. One of his most recognized roles is Makarov Dreyar, the master of the Fairy Tail guild, in the Fairy Tail series. He also voiced Pakkun, the ninja tracking dog, in the Naruto franchise. Other notable anime credits include Bason in the 2001 Shaman King anime, Baihumon in Digimon: Tamers, Shintaro Kosaka in Witch Hunter Robin, Musashi Tomoe in Getter Robo Armageddon, Pericolo in JoJo's Bizarre Adventure: Golden Wind, and Bill Zimmer in Cop Craft.

In the specific example of Transformers: Dark of the Moon, Tsuji provided the Japanese voice for the character Que, the Autobot scientist. Beyond anime, Tsuji is highly active in dubbing foreign films and television series. He is known as the regular Japanese voice for actors such as Gary Oldman and Alec Baldwin. His dubbing work includes Sirius Black in the Harry Potter film series, Slinky Dog in Toy Story 4 (replacing the late Ichiro Nagai), and various characters in The Simpsons, including Mayor Quimby and Carl Carlson. He has also dubbed roles in Star Trek: The Next Generation and Star Trek: Deep Space Nine as Miles O'Brien.

In video games, Tsuji has voiced Achilles Davenport in Assassin's Creed III, Kurogane in Tales of Berseria, and Seifer in Tales of Vesperia. He has also contributed to the Romance of the Three Kingdoms game series, voicing Zhang Fei in Romance of the Three Kingdoms XIV. His skills include speaking the Tohoku dialect, and he holds a second-degree black belt in kendo.
