Katsuyoshi Toya is a Japanese actor and voice actor born on October 14, 1952, in the Minamiuonuma District of Niigata Prefecture, Japan. He is affiliated with the talent agency Production Tanc. Toya stands 169 cm tall and speaks with a Niigata dialect. His known skills and hobbies include skiing, swimming, qigong tai chi, golf, mahjong, and vocal music. He also holds licenses for operating ordinary vehicles and motorcycles. Toya is a founding member of the Yoshizawa Acting School.

Toya has contributed voice work to several notable anime series. His television anime roles include Morimoto Hideo in Aozora no Yakusoku (2007), a member of the Forty-Six Chambers in Bleach (2008), General C in Strike Witches (2010), Morita in Case Closed (2013), Usuda Shuji in Case Closed (2014), an unnamed elderly man and a villager in Kumamiko (2016), and an elderly man in Puzzle & Dragons X (2016). He also appeared as a villager in the Kumamiko OVA released in 2016.

In the realm of feature film dubbing, Toya provided the Japanese-language voice for the older version of astronaut Buzz Aldrin in the 2011 film Transformers: Dark of the Moon, with Hiroko Tasaka voicing a younger version of the character. His video game work includes the role of Maeda Takanobu in the 2003 horror game Siren.
