Risa Kubota is a Japanese voice actress born in Saitama Prefecture on August 2, 1995. She began her career after enrolling in a voice acting training school operated by the talent agency Mausu Promotion in 2015. Her first voice acting role was in the mobile game Cross Summoner during this training period. She officially became affiliated with Mausu Promotion in 2017.

Her first main role in an anime series came in 2017, voicing the character Ren in Konohana Kitan. The year 2020 was significant for her career, as she was cast in several lead roles. She voiced Rosetta in the multimedia project Lapis Re:Lights and its subsequent anime television adaptation. She also played Iu Shindo in the fantasy series I'm Standing on a Million Lives and Roko Sekino in the comedy series Dropout Idol Fruit Tart. For Dropout Idol Fruit Tart, she and her fellow cast members performed the series' opening and ending theme songs. Other notable roles include Carla in By the Grace of the Gods, Kokoro Momoi in Aikatsu on Parade!, and various characters in the long-running Sylvanian Families: Mini Story series, including Bianca, Christopher, and Kurumi Risu.

On July 31, 2023, Kubota announced her retirement from the voice acting industry. Her agency, Mausu Promotion, confirmed her departure. Almost two years later, in March 2025, it was announced that she would return to the entertainment industry under the new stage name Risa Hoshina and would be affiliated with the agency Wave Master.
