Richard Steven Horvitz, born July 29, 1966 in Los Angeles, California, is an American actor and voice director who has worked extensively in animation and video games. His career in voice acting began in 1993, and he has since become known for his energetic vocal performances across a wide range of characters.

Within the realm of anime and Japanese animation dubbing, Horvitz is best recognized for his role as Kanchomé in the English dub of Zatch Bell, also known as Konjiki no Gash Bell and Zatch Bell: 101st Devil. Kanchomé is a mamodo child with a childish and abrasive personality who relies on his bookkeeper partner, Folgore, in the series' magical battles. Horvitz voiced the character during the early run of the English adaptation. His other notable anime voice credits include Fritz in the Duel Masters English dub and Dr. Rota in Dragon Ball Super, where he was credited under the alias Rico Bonet. He has also contributed additional voice work to English dubs of several Studio Ghibli films, including Howl's Moving Castle, Pom Poko, and The Wind Rises.

Beyond traditional anime, Horvitz has an extensive filmography in western animation and video games. He has frequently collaborated with voice actors such as Tara Strong, Grey DeLisle, and Dee Bradley Baker across various projects. For his voice performance as the titular character in the animated film Invader Zim: Enter the Florpus, he received a nomination for Best Voice Acting at the 47th Annie Awards in 2020.
