He was born in 1979 in Tokyo's Sumida ward and is a graduate of the veterinary medicine program at Azabu University. Nozaki began his writing career in 2009 when his debut novel [E] Amrita won the newly established Media Works Bunko Award at the 16th Dengeki Novel Prize. This debut work was subsequently published as one of the inaugural titles for the Media Works Bunko imprint.

Nozaki is best known as the original creator of the Babylon novel series, a suspense story that follows a public prosecutor investigating pharmaceutical fraud and a conspiracy involving the legalization of suicide. The three-volume novel series was published by Kodansha's Taiga imprint between October 2015 and November 2017. Babylon was later adapted into a manga illustrated by Nobuhide Takishita, serialized on Kodansha's Comic Days website from February to October 2019. A twelve-episode anime television adaptation produced by the studio Revoroot and directed by Kiyotaka Suzuki aired from October 2019 to January 2020. The anime was streamed worldwide on Prime Video.

Beyond Babylon, Nozaki has been involved in several other notable projects in animation. He served as the series composer and scriptwriter for the original television anime KADO: The Right Answer, produced by Toei Animation in 2017. He also wrote the screenplay for the 2019 original anime film HELLO WORLD, directed by Tomohiko Ito, and authored the film's novelization. A manga adaptation of HELLO WORLD, credited to Nozaki as the original author, was published by Seven Seas Entertainment in 2021.

In the literary field, Nozaki has authored numerous other novels. His 2013 science fiction novel know was shortlisted for the 34th Japan SF Award. He wrote the six-volume series for Media Works Bunko that includes works such as The Way to Be a Novelist and Perfect Friend, which are connected through shared themes and characters. His other published works include the short story collection Original Short Series: Mado Nozaki Theater and the 2020 science fiction novel Titan, which was nominated for both the 41st Japan SF Award and the 42nd Yoshikawa Eiji Literary Newcomer Award.

Nozaki's creative work is characterized by its focus on science fiction and unconventional narrative structures. He is noted for unexpected plot developments that frequently occur in the middle of his stories and for blending numerous genres in ways that defy easy categorization. His writing often features genius characters who seek to pursue ultimate truth and transcend human limitations, and his works regularly incorporate diverse scholarly knowledge and abstract concepts. Within Japanese literary circles, he has been described as a prodigy or genius for his distinctive approach. His character names frequently carry symbolic significance relevant to the plot.

In the anime industry, Nozaki's work has generated notable discussion. KADO: The Right Answer received a polarized response from audiences, particularly for its later narrative developments. However, his subsequent work on HELLO WORLD was seen by some commentators as a rehabilitation of his reputation in animation. His 2019 novel series Babylon similarly received mixed critical reception due to its unconventional character development and plot direction, while still cultivating a dedicated following. Despite varied responses to his animated works, Nozaki's original novels have maintained a strong reputation in the literary community.
