Kyōko Terase is a Japanese voice actress born on July 5, 1958, in Tokyo, Japan. She is affiliated with the talent agency Aoni Production. During her career, she has also been credited under the stage name Megumi Terase. Terase has been active in the voice acting industry since the late 1980s, with her work spanning television anime, original video animations (OVAs), video games, and dubbed versions of foreign films and television series.

Terase has contributed to a number of notable anime series and films. In the acclaimed 2003 animated film Tokyo Godfathers, directed by Satoshi Kon, she provided the voice for the character Sachiko. Her performance in this film is one of her most recognized roles. In the television anime series The Human Revolution, which is part of a larger biographical franchise, she served as the Narrator. Her other television anime credits include roles such as Moses's Mother in the first episode of Attack on Titan (2013), Madam Hamburgang in Fullmetal Alchemist: Brotherhood, the Innkeeper in Paradise Kiss (2005), a Shopkeeper in No.6 (2011), and Iketani's Mother in Initial D Extra Stage 2. Earlier in her career, she appeared in long-running series like The Quick-Draw Detective (1988) and as Mine Shizuka in Yaiba (1993).

Beyond her work in television and film, Kyōko Terase has an extensive career in video games, particularly known for her long-standing association with the Metal Gear Solid series. She is the Japanese voice of the character Meryl Silverburgh, a role she first performed in the original Metal Gear Solid (1998) and later reprised in Metal Gear Solid 4: Guns of the Patriots (2008) as well as the motion comic Metal Gear Solid Bande Dessinée. She also provided the voice for Olga Gurlukovich in Metal Gear Solid 2: Sons of Liberty (2001). Her other video game credits include roles in the Policenauts and Dragon Slayer: The Legend of Heroes titles.

Terase has also voiced characters in OVAs, including the Gatchaman OVA (1994) as Caterina Asakura, Crying Freeman, Vampire Wars (1990), and Midnight Eye Goku (1989). Her live-action tokusatsu work includes voicing the Sphinx in the 2005 series Mahou Sentai Magiranger. Her filmography demonstrates a career focused largely on supporting roles and character parts, with recurring collaborations in projects from studios like Bones and Madhouse, as well as a notable specialization in voicing characters in the Metal Gear Solid franchise. Her known credited work spans from the late 1980s through the mid-2010s.
