John Steven Rocha is an American actor and voice artist known for his work in animation and commercial voiceovers. He is also a pundit and host in online entertainment media, often known by the moniker The Outlaw. His professional background includes on-screen acting, with appearances in the television series Charmed and the film Windtalkers, for which he also contributed ADR and looping work. In the voiceover field, his commercial credits include campaigns for Minute Maid and Dr. Pepper.

Rocha is best known within the voice acting community for his role in the Transformers franchise. He provided the voice for the Decepticon Springload in the 2015 animated series Transformers: Robots in Disguise. Springload is a frog-like Decepticon whose alternate mode is a farming pickup truck, and he appeared in multiple episodes of the series across several seasons.
